Biography and History

Eugene W. Sloan served as Assistant Secretary to the Treasury (beginning in 1935) and was the creator and first administrator of the United States Savings Bond program. In 1941 Sloan became Executive Director of the War Savings Staff. He was appointed Deputy Commissioner of the Public Debt in 1943 and served in that capacity through World War II.
